Martin Clowes, Chairman Elementa, was asked a number of questions by BSD magazine and has the following thoughts:
Q: What would be your “wish-list” of outcomes for the Copenhagen Climate Change Summit?
“What must governments agree to at the Summit to produce a successful outcome?”
- Get the USA to buy-in back home.
- Recognize that cutting emissions of buildings delivers more and is cheaper in $per ton of carbon saved than other options.
- Note the barriers to investment in building energy efficiency. Commit to solving this.
- Spell out and commit to: target projections for |
|
global average “per capita energy intensities”, (no chance yet) - Developing world commits to: ultra low carbon intensity in new build urbanization. (Possible)
- Developed world commits to: initiating more local carbon taxes (difficult); improving and expanding cap and trade, (easy); above 50% reductions, (a must, includes addressing existing buildings stock).
- Change energy utilities objectives from selling more energy to providing the facility for energy use. This to enable funding of efficiency programmes for existing buildings. (Possible).
- Hold another meeting soon, (very likely).
